We have data only in PDF format. Both Excel and Power BI list PDF as a possible data source type.

PDF is listed in Excel,

and also in Power BI.

Now the data is in PDF file, only.

Excel can read the PDF correctly.

Data types are automatically correct in Power Query.

Results in Excel after a pivot was created.
The PDF data load into Power BI is similar to Excel.

Also Power BI recognizes the data.

The results in Power BI are same as in Excel.
If you have data only in PDF format, Excel and Power BI might be able to read the data into a data model. Instead of trying to change format to a readable format, you can just try if Excel or Power BI could read the data. The example I used was very simple, but results were positive.
